I think it stems from writers that either grew up in the South, or take all their ideas about police organization outside of big cities from shows set in the South/Old West. Seriously folks, sheriffs are not primary law enforcement in the northern tier of states, they do things like prisoner transfer, serving writs, and other judicial chores for the courts. At least Haven got it right for a change, with the Chiefs Wuornos.
