This seems pretty standard, if unfortunate. I read it less as malign than reflective of a market where the public does not bank based on service, but convenience. There simply isnt much market pressure to behave nicely, so this kind of line-of-credit backup is the best the market can deliver. My credit union, which actually and honestly has my best interests at heart, can only offer me what Citi has here, because that is what they can buy off the shelf.
