But they can also move independently. The Government's Funding for Lending Scheme (FLS), which enables banks to raise capital cheaply, has distorted the market. Smaller providers, many of which are not participating in FLS, have cut rates to avoid ending up at the top of the best buy tables and attracting a flood of new customers they cannot afford to service.
